Alan Guttman is the Director of Early Childhood Policy and Systems at the IDEALS Institute in the Johns Hopkins University School of Education where he leads efforts to improve the quality of early care and education at local, state, national, and international levels.
He holds an M.A. degree in early childhood education from New York University and has served children birth to 12 years old, their families, staff, and programs for 39 years. He was the Program Manager for the Region XI Head Start Technical Assistance Network, providing training, technical assistance, and support services to American Indian and Alaska Native Head Start programs in 38 states.
Alan’s expertise is in early education program administration and management; quality assurance monitoring and reporting; and the assessment of child engagement in play and learning. From 2001 to 2012 he served on federal Head Start review teams, evaluating the quality of Head Start education program services and management systems. Alan has presented at regional, state and national conferences and has been a keynote and plenary session featured speaker on Head Start outcomes and QRIS systems.
